The James Biever Police-Community Alliance (JBPCA) has announced the recipients of the 2023 James Biever Criminal Justice Award.
This year, the JBPCA awarded not one but two $1,000 scholarships and an additional $500 scholarship to Lebanon County high school seniors.
Awarded in honor of the late James “Jim” Biever, a retired Pennsylvania state trooper with a service record of 25 years, the scholarship intends to aid students passionate about criminal justice careers. The JBPCA supports students in various fields, including law, forensic science, psychology, juvenile justice, emergency management, public policy, and criminology, embodying Biever’s vision of cultivating the next generation of justice leaders.
This year’s recipients are exceptional students who have demonstrated a commitment to protect, serve, and invoke change within their communities. The alliance proudly announced the scholarship recipients as follows:
$1,000 Scholarship Recipients
Vanessa Flores, a senior at Palmyra Area High School, is one of the recipients of the $1,000 award. Flores plans to study political science at Temple University, with an ambition to pursue a law degree.
The other $1,000 scholarship was awarded to Deliaris Troche Pagan, a student at Lebanon High School. Pagan plans to further her education at Harrisburg University of Science and Technology, where she will study forensic investigation.
$500 Scholarship Recipient
Rocio Vidal Cabrera, also a student at Lebanon High School, is the recipient of the $500 award. Cabrera intends to attend Penn State Harrisburg to study forensic science.
